Try the Following steps in Safe Mode With Networking, Try logging in as the system administrator, Start - Run - cmd
3.1)		Ping Default Gateway		0% loss		100% loss
		for eg. ping 192.168.0.1
				Goto step 3.2		REFER TO ISP, because in safe mode with networking, all of your firewalls and security softwares that might be blocking a connection gets disabled. Possible Cause : ISP NETWORK OUTAGE.
3.2)		Ping External Website		0% loss		100% loss
		for eg. ping www.hisaan.com
				Browser Issue		REFER TO ISP, because in safe mode with networking, all of your firewalls and security softwares that might be blocking a connection gets disabled. Possible Cause : ISP Authorization issue, ISP BLOCKING ACCESS, Authorization Issue.
